(a) | In passenger ships there shall be, for every lifeboat carried in order to comply with this Chapter, a number of lifeboatmen at least equal to that specified in the following table: |

(b) | The allocation of the certificated lifeboatmen to each lifeboat remains within the discretion of the master. |
(c) | Certificates of efficiency shall be issued under the authority of the Administration. In order to obtain such a certificate an applicant shall prove that he has been trained in all the operations connected with launching lifeboats and other lifesaving appliances and in the use of oars and propelling gear; that he is acquainted with the practical handling of lifeboats and of other lifesaving equipment, and further, that he is capable of understanding and answering the orders relative to all kinds of lifesaving appliances. |
