63.02.1 Requirements for flight engineer licence

An applicant for the issuing of a flight engineer licence shall—

(a) be not less than 18 years of age;
(b) hold a valid medical certificate issued in terms of Part 67;

(c) have acquired the experience referred to in regulation 63.02.2;
(d) have successfully completed the training referred to in regulation 63.02.3;
(e) have passed the theoretical knowledge examination referred to in regulation 63.02.4;
(f) have undergone the skills test referred to in regulation 63.02.5; and
(g) have acquired or hold—
(i)not less than three years; practical aeronautical engineering experience of which not less than one year shall have been obtained on a multi-engine aircraft with a MCM exceeding 11 400 kilograms;
(ii) an approved B.Sc Aeronautical Engineering degree and not less than six months of practical experience in maintaining multi-engine aircraft with a MCM exceeding 11 400 kilograms;
(iii) a valid CPL with a valid instrument rating; or
(iv) a valid ATPL.
(h)in the case of a flight engineer who is required to conduct radio telephony, he or she shall comply with the requirements for the issue of a general radio licence as contained in Part 61 and have the certificate details and English language proficiency rating endorsed in their licence.
Note.- Pursuant to Article 42 of the Convention on International Civil Aviation, paragraph 1.2.9.1 of Annex 1 does not apply to personnel whose licences are originally issued prior to 5 March 2004 but, in any case, does apply to personnel whose licences remain valid after 5 March 2008.
Note 2.  - Skill and knowledge requirements on radiotelephony procedures and phraseology have been developed as an integral part of all aeroplane, airship, helicopter and powered-lift pilot licences.
