The operator may implement instrument approach and departure procedures other than instrument approach and departure procedures referred to in regulation 91.07.12, if required: Provided that such instrument approach and departure procedures have been approved by—

(a)the appropriate authority of the State in which the aerodrome to be used, is located; and
(b)the Director.
