108.03.7 Right of inspection and refusal of carriage

Any air carrier or regulated agent shall have the right —

(a)to examine, or cause to be examined by his or her handling agent, the packaging and contents of all cargo tendered for carriage by air, and to inquire into the correctness or sufficiency of information or documentation submitted in respect of any cargo; and
(b)without assuming any liability, to refuse, delay or return any cargo, if there is a reasonably belief that the cargo may contain explosives, illegal or dangerous devices.
