(1) | The Minister may make regulations regarding any ancillary or incidental administrative or procedural matter that is necessary to prescribe for the proper implementation or administration of this Act. |
(2) |
(a) | Before the Minister makes a regulation, the Minister must publish a draft regulation in the Gazette together with a notice calling on interested persons to comment in writing within a period stated in the notice, but the period may not be less than 30 days from the date of publication of the notice. |
(b) | If the Minister alters the draft regulations as a result of any comment, the Minister need not publish those alterations before making the regulations. |
(3) | The Minister may, if circumstances necessitate the immediate publication of a regulation, publish that regulation without consultation as contemplated in subsection (2). |
